Dr. Habib Abubakar Gajam is the Executive Secretary and Chief Information Officer of the Zamfara Information and Communications Technology Development Agency (ZITDA).
Appointed in January 2024, he leads the state’s digital transformation initiatives and ICT development agenda.
He holds a PhD in Big Data and Innovation from Coventry University, where his research focused on the role of big data analytics in the Nigerian oil and gas innovation value chain. He is also a Fellow of the UK Higher Education Academy and has taught in UK academic institutions, including Coventry University and the Global Banking School in Birmingham.
Dr. Gajam has over 15 years of combined experience spanning public service, academia, and industry. His core areas of expertise include:

Under his leadership at ZITDA, key initiatives have focused on:

BILYAMINU IBRAHIM GUSAU
Bilyaminu is a graduate of B.Tech Information Technology from A.P.J Abdul Kalam University of Technology, Lucknow, Uttar Pardesh, India and has worked as Helpdesk officer at ASO Savings and Loans Plc, Abuja. Since the year 2015 he has been working as Principal Programme Analyst at the Federal Ministry of Communications, Innovation and Digital Economy, Abuja and now serves as the Senior Special Assistant ICT to His Excellency, The Executive Governor, Dr Dauda Lawal of Zamfara State stationed at Zamfara Information Technology Development Agency under the leadership of the Executive Secretary, Dr. Habib Abubakar Gajam.

HASSAN GARBA
Hassan Garba is an experienced development worker with over eight (8) years of outstanding contribution to development work, particularly in the field of education and community advancement.
Hassan has served with distinction as an Education Program Officer with Voluntary Service Overseas (VSO), where he played a pivotal role in advancing educational programs and strengthening community-based learning initiatives. With a year of dedicated service at the Atiku Institute for Development as an Education Development Program Associate, he contributed to impactful projects fostering inclusive and sustainable educational growth.
Furthermore, as a Consultant and Resource Person with Altai Consulting for over three (3) years, Hassan provided expert guidance and technical support across several states in Nigeria, contributing to evidence-based solutions and capacity building in the livelihood and development sector.
Hassan now serves as the Senior Special Assistant Corporate Strategy to His Excellency, The Executive Governor, Dr Dauda Lawal of Zamfara State stationed at Zamfara Information Technology Development Agency under the leadership of the Executive Secretary, Dr. Habib Abubakar Gajam.

Bashiru Hassan
Bashiru Hassan, PhD has more than twenty-five years working experience in Public Service at the Office of the Head of Civil Service, Administration Department served in various capacity at ministries, departments and agencies respectively. Initially, Mr. Hassan was employed as administrative officer II where he worked as administrative officer Il at the Head of Civil Service office, Office of the Executive Governor, Government House and later served as Acting Deputy Director, Administration and Human Resource as well Acting Director, Administration and Human Resource, Also Acting Principal Private Secretary to the Executive Governor with effect from 2001to 2007, Acting Permanent Secretary in different ministries, Secretary, ZAROTA, and due to outstanding performance showcased towards discharging duties. In addition, as principled, he has engaged with a lot of development partners (UNICEF, WHO, UNDP, WORLDBANK and others), civil society organizations on issues related to Social, economic development on vulnerable class, women, children, climate and other common social services aiming to institutionalize them for socio-economic development.
Mr. Hassan continued to progress up to the present rank as Director, Administration and Human Resource with effect from 1st January 2026. Similarly, Bashiru Hassan, PhD has attended several trainings in and outside. He is currently the State Project Coordinator, Nigeria for Women Program Project (NFWP-SU) scale-up also engaged actively in labour activism and facts findings mission.
